I have some 6x fusion plate max lightened with EG 11 won grapple flares. Can this be player enchanted to 7x and would the possibility of failure be the same as with any armor?

No. Items with flares cannot be ET'ed.

So PP points only I assume. Do you think this plate would be more beneficial than HCW? Also, where do i get new spheres to put in the slots?

Right, PP's only. Flares or padding is a matter of personal preference. With padding being randomized, I tend to lean toward the flares. They're just more fun. Orbs can be purchased from players, or made from enhancive items at festivals that offer the service.
