Better than the old trollbane weapons, IMO, though not quite as flashy.

To answer the questions:

1. Yes, it flares every swing + double flares for all trolls, not just ice trolls.

2. Regarding PP enchanting it doesn't have any scripts or do anything other than flare, so it seems likely, though I can't say for sure. Here's the pcalc cost for reference:

It will cost (Surcharges included) 2600 points to enchant a smooth crimson drakar maul with a thick leather-wrapped haft.
All point costs are estimates until Sadie has a chance to examine the item. Some items may have restrictions that will not allow certain services.

Apparently these babies are flaring up far more than they were ever intended to do. A fix is in the works, but don't expect them to remain this active for long. Sorry about that!

yeah it will be a trollbane drake maul by the time they get done nerfing a nifty item. At some point they need to go account by account and fix all the bugs on every item, that way noone can own anything worth more than 5k at the pawn.
