Since 17 seems to be a hot item, I'll clarify that I arrived at the +9 stamina recovery figure by comparing my stamina recovery per pulse with and without it (originally it was a handaxe), and found that I got an additional 9% of my total stamina back when holding it. For example (these aren't exact numbers, except the 9):

100 total stamina
without: recover 20 stamina per pulse
with: recover 29 stamina per pulse

(Actual number was more than 9)
