Yes but not directly. An enhancive to bonus in a skill also gives the equivalent amount of ranks based on your training. If you have more than 40 ranks it's a one to one conversion. If you have less than 40 it goes by how much skill you could gain at that point.

Say you have 0 ranks of MOC. Using this would give you 10 bonus and only 2 ranks of MOC, which wouldn't really do anything.

Say you have 50 ranks of MOC. Using this would give you 10 bonus and 10 ranks of MOC, bringing you up to 60 ranks, enough for another swing.
