Willing to pay a lot of RL $, got 20M+ of in game coin to work with as well as some max light 5x plate that has some padding. Send me a message please so we can work something out.

You might be able to get your 5x brought up to 7x with PP, but it would be costly. If they would agree to remove the padding to do the enchants from 5x to 7x and then do the HCP at the end it would be about 12,000.

That would be a gross misuse of points. You could buy 7x plate, have it altered, then padded for much less.
