Well I havent made a wizard since GS3 and im just now comeing back any idea's on stat placement for a halfling pure wizard?

Welcome back.
The first thing you need to decide is how long you think you'll play the character (in levels). If you think you'll cap or are a curmudgeon about having your skills optimal for cap whether or not you'll get there, you don't have much to think about. Just decide which stats you don't need to reach 100 at cap. Stats geared for cap are probably the better choice here.
Check krakiipedia.org. Look at the articles for the various stats and look at the article for your profession. Many stats have some general benefits (e.g. exp absorption makes logic very important). Others have more core importance. Dexterity will determine your bolt AS. If you want to go warmage, you'll want to read the roundtime article to make sure your AGIDEX bonus is satisfactory for your weapon. Check which stat influences CS for your spell circles.
For a halfling wizard you'll want enough strength so that you're not wrecked. It needs to be something like 94 at level 0 to reach 100 at cap.
Once you have a feel for what you want, search the web for the GS4 stat cruncher, GS4 stat maximizer, and for Tsoran's spreadsheet (his website is gone but there are archives and there is a thread here which links to updates). Play with those until you're pleased with the outcome.
Also, keep in mind that in GS4 you get 3 stat re-allocations but only during your first 30 days (rather than at any time in GS3). After that, if you want to get another re-allocation you have to earn 1,000,000 bounty points through the adventurer's guild to get a fixstat potion (or buy one for roughly 40+ mil). So get some good low-level stats, then switch to your final stats on day 29.

Ive looked at other pages for the wizard and I havent found out much about stat placement im playing one right now he is swinging a claid for now but will fix him back to a pure when my twenty nine days are up trying to get to 20 as fast as I can. Can anyone place some beginning stats for a halfling wizard that I might be able to tinker with and possably make my own out of it?

Just make absolutely sure you don't care about the potential encumbrance problems you'll have playing as a halfling. That problem is pretty much the reason I never play small races other than dwarves. Sure, your bolt AS will be the best in the game, but you might decide later that 519 is where it's at to avoid stance dancing.
However, if you're a halfling and you decide that, you have the best spirit regen in the game like forest gnomes and dwarves, for mass wracking potential. Moreover, according to Krakiipedia, halflings get a maneuver dodging bonus and a bunch of TD bonuses. I'm not sure how much encumbrance you need to cancel out the maneuver bonus though, but at cap you can only have 54.675 pounds of gear before becoming encumbered without 509.

Hey yall thanks for the stat placement out of those ive made up my own thank you very much. As far as 519 as a CS based spell about how much of a later lvl were you talking about? and how often does it hit and does it stay on the target till it dies and would I need lore for it to stay on the target and if so would 1x be enough?
Sorry for asking so many questions just tring to get the hang of this.

519-based builds are more for cap or near-capped wizards. The idea is not about how long they stay on fire, but how many flares go off on a successful cast (since each of them is a potential chance to crit-kill) and how likely you are to get an outright kill (not critical-based). Both of these are based on lore training:
