Those 4x flared have been running 2m or more in recent auctions.

Short of having it PC'd by a few people for 2-5m, you can spend 1800 PPs to get flares on your plain 5x.

Unfortunately they didn't have 5x for sale off the shelf, and to my knowledge they only way to get a flaring runestaff is either with pp or extremely lucky with drops... I suppose merchant services is another route as well, but also not all that common. A good 5x flaring weapon can get 1.5-2m fairly easily and I think it'd be safe to say there are many less 5x+ flaring runestaves out there... So really 2-3m is kind of a good deal in my opinion
