I do not know what it costs to recharge. Haven't used it enough to use up charges.

I just checked Krakiipedia and it does not mention bard ranks only lores.

I also think this mask is the only one of its kind if that matters.

Bard spells are a factor in taking it to max pure while the ranks improve the chance to not blow it up.

It does. You can prep and cast the spell like you knew it. Further, your lore ranks will apply to a 1:1 ratio, giving someone like empaths a big advantage to using the item.

I purified gems for Animate Dead using scrolls to fairly good success. Even with no manip ranks, as long as you're careful and pay attention to the messaging you can significantly increase the value of gems without much risk of explosions. That being said, you'd have to think carefully if the cost of recharging the mask would be worth the rewards of being able to purify gems. What you COULD do is get scrolls of the Purify Gem spell, wear the mask for the lore benefit, and just use that instead of taxing the mask. The spell is very commonly found on treasure-based scrolls and is infusable.

If by ability you mean knowledge of the spell, yeah.

If by ability you mean the exact same purification rates versus explosions, I doubt it. Unless you're meaning to compare it versus a level 4 bard with however many manipulation ranks you have divided by a third or half.

With spell knowledge items your ranks are counted on a 1:1 basis.
