does sanctified mean perma blessed in anyone's hands, or just in a cleric or paladin's hands? Would a white ora katana count as a sanctified katana?

Permabless means the weapon is always blessed in anyones hands while sanctified means the weapon is always blessed in the hands of a paladin and or cleric.
