skill migration

I'm migrating a few skills and it reads that I've unlearned a set amount of points. I was wondering if anyone could tell me where these points go and if i get them back.

When migration is complete, you can reuse those points however you see fit.

If you happen to try to use those points while migration is occuring, things get sticky.

The general rule is never migrate. It feels like your skills/points get stuck in limbo for god awful amounts of time.
