Happens all the time. You don't actually get two services when you get spun twice.

The spinner just randomly picks any person in the room, there are no other factors (you can't program it) so this can happen a lot.

Well if you ask some players the spinners are coded so that a GM can enter a list of their favorite players and the spinner will give them more weighting so they are more likely to be spun.

There's settings for those things so they don't choose a person twice. I've only seen one merchant use it here.
