I'm at level 47, with 1640 and 109.
I have the training POINTS to train 110, but it won't let me.
As a paladin, am I allowed more than 1x in spells overall? Perhaps that's the problem.

Paladins can 2x spells. Are you migrating any skills? Perhaps the TPs aren't available for use, yet.
Edited to add: Once you go beyond (level +2) the spell research cost doubles. If you are converting physical to mental it will cost 108 PTPs for that spell rank. Are you sure you have that many?

My money is on the migration.... That had me confused for the longest time also...

You have 49 spells at level 47, training one more spell would put you into the 2x training costs for spells and you would need 34 MTP or PTP 68.. Assuming that the base cost for paladin spells is 17MTP-- its something like that, can not recall off hand for sure. My guess, is that you do not have the training points for the next spell rank but I could be wrong.
