Undead, most likely... shadowy spectres & wolfshades (14 & 15) in the Ta'Vaalor cemetery, tomb wights and such in the Landing cemetery, etc.

Wraiths in Icemule.

You can easily ride the gen rate to 20.

Stance dance when they draw inward.. I think they have 3 spells: fear, stun, and lightning bolt.

I may be wrong about the stun.. I don't remember.

Arch wights -- much faster leveling than wraiths. They are all over the landing gy and mine road

If you don't mind dying every now and then, yes, they're faster leveling than wraiths. I recommend the ones in Icemule because of gen rate and they aren't mixing in with anything else.
