708 CS issue?

Does anyone know what the "steep CS penalties" for using 708 w/ less than 2x SA is? I'm thinking dropping my sorc to 1x, but like targetting 708.

Pretty brutal. I cast 550 unaimed and under 500 aimed versus like level creatures. I'm 1x SA.

I was 2x SA all the way to cap, just changed things up because I didn't use spell aim much anymore.
