I have discovered that my runestaff can't be blessed because it is a defender weapon. This did not matter before as I did not use my scepter offensively, but given the new runestaff changes, I'm wondering if I should have something blessable.

Not I am wondering if I would be better off getting another runestaff or keeping this one and foregoing holy flares on it.

My dilemma is compounded by the fact that I don't really understand what a defender weapon does exactly. Can someone explain it in a way that a simpleton like me can understand?

Defender weapons have enchants that add to DS directly. Take a dagger that is 4x/1x; it would add +20 to AS and +5 to DS. Now that runestaff enchant adds a direct 1 to 1 to DS, having a defender runestaff is actually a detriment since there is no DS variance between a 5x runestaff and a 4x/1x runestaff. Under the old system, you would get less DS in offensive stances meaning the defender runestaff granted more DS.

If your runestaff is only 4x, you can probably just scrap it and grab something off shelf you can bless.

Flaring spells aren't going to make or break you. You've leveled up for however many years without them.

Don't think she is going to ditch it so easily. Took her a few merchants to get it made into what she wanted it to become. Wish I had known that a defender couldn't have been blessed. Perhaps its something she can get done with a merchant at Ebon Gate, to remove the defender bonus.
