it's +50 to -50 enchant, random weighting/flares depending on the color. Khariz's (Madmountan) extensive testing on the subject shows it has an average of a bit over 4x and it flares much more frequently then standard flares. If your AS can take the hit when it shifts on the low end, it's a great weapon to have.

and i would like to add, the weighting amount is not random.. just the type. so its either vhcw or vhdw on the weighted swings

It's kinda dumb to say it averages on the 4x + enchant side when it's completely random.
That just means it was 4x + when he used it.

It is fairly significant to give an indication that the sampled average AS is greater than 0. It means that there is a weighted roll involved instead of being just a random roll between -50 and +50, then a normal average would be 0AS.
