yes, anyone else can use it. However, you have to use it for a while for it to attune to you, but this will happen during the time you're gaining ranks to master. This basically saves you the hours on end of having to make a perfect head, perfect handle, and perfect vise just to continue with forging.

It's that stuff that was on the Spitfire, it makes gems into forehead gems or something. I'm not really sure how it works, but that's the "permanent until removed" version.
