non-enchantable weapon

Is it common to come across a plain vanilla critter found weapon that is non-enchantable? I have a pitchfork I got from a rotting farmhand many, many moons ago that i finally got from the bottom of my locker and it can;t be enchanted. No weighting, flares, blesses, etc.

Message after I poured, "The liquid beads on the surface of the mottled brown pitchfork and quickly evaporates. It is likely that the mottled brown pitchfork will never temper."

It use to be all critter dropped weapons were unenchantable unless they were from an invasion, and you've been around long enough that this is probably from that era.
