By the look of the requirements on the torc, it appears that the bonus to the stat and not an actual bonus.

For example I have an item with a +8 BONUS to INF and this is what it looks like.

It provides a bonus of 8 to Influence Bonus.
This enhancement may not be used by adventurers who have not trained 51 times.

I would stand to reason that Agility bonus of +8 would be as much or more than 51 times trained. With that said we can also be fairly certain that the influence bonus is to stat as well.

Just my two cents as 15 mil for a crumbly item that provides half of the actual bonus the op seemed to indicated, is a bit much I think.

There is a huge variance. I'd certainly ask for clarification on this torc, however I see no reason why the INF enhancement is INF Bonus with that level restriction.

This is at most a +4 DS item, depending on shield size/stance, not a 2x DB as stated.

Your original post said +8 to agility bonus, not +8 bonus to agility stat. Also, it mentioned +10 to influence bonus, not +10 bonus to influence stat, which are two drastically different things.
