So, my warmage is up to 14 now, and I have an inquiry.
Would it be worthwhile to tank my spell research in order to get the 24 air lore ranks to up my haste effectiveness, and get Tonis Bolt? Then after that work diligently to pick up spell research back up to finally catch up? I probably wouldn't end up catching up well into my 40s-50s however.

20 ranks of air lore for Tonis bolt is worth it, but for the -1 second haste reduction, you need 27 ranks of MjE as well as 24 air lore, so it'll take you a bit longer to get there. Definitely a short-term goal, though. I'd get at least through 904, by the way, and 909 is indispensable to a warmage IMO.

About 20 times. It costs 9 mana rather than 10 and it does several rounds of knockdowns. 506+909 are about all a warmage needs.

Yes. Very yes. I used to use it a lot when I knew my hunting ground wasn't going to be too populated with other players. While it doesn't put them in RT it does interrupt whatever they're doing enough to be more bang for your buck in terms of mana.
It really depends on what you're hunting, how many mobs you're going after at once, etc. Between 410, 909, 912, cman feign, etc. you've got plenty of tools at your disposal for setting up the kill.
