As my understand goes according to krakii, at 29 ranks of Paladin this adds a total of +23.5 ranks to CMAN. Can anyone clarify this?

10 base + 18 ranks beyond 1611 = 10+18(.75)

Phantom ranks, yes. You cannot use them for CMANs. Round down and divide that by 2 for your AS benefit.
