"dikar'fyn" rune

I won a cracked red obsidian runestone, a few years back it is a "dikar'fyn" rune.
Wondering what it's worth now?

I assume that is just a normal runestone and not something you can learn the rune from?

It is a rune that can unlock a 25th level spell, so useful for someone who's got (for example) a 225 scroll and wants to unlock and infuse it.
