Does the song of Tonis stack with Haste?

At what level does using tonis for the whole hunt become viable?

Haste doesn't overwrite it. It is just like casting haste with haste on, nothing happens. Whichever you have on first is what you'll have on Tonis is better due to gaining dodge ranks.
May be air lore dependent, because it definitely overwrites for me:

WEIRD, how many bard spells you got? Haste has never gone over my 1035

Khistian's haste probably trumps your Bard 1035. It may very well be training related. I SHALL TEST LATER.
40 bard ranks, not enough air lore to hit the first breakpoint
Wizard has 100 air lore.

That is probably why it would in your case. My capped wizard, with 0 air lore was never able to haste my capped bard, with shitloads of air lore when he had 1035 up.
Yep. I'll try it again too when I get more air lore on my bard. 30 is the next mini-project for TPs, should be a level or two.

Perhaps, and I only did it once, but I tried to haste my already 1035'd bard and it was a no go.

Using 1018, hunting solo and to fry and not bounty completion, probably just as you are starting to finish up the Stronghold upper area. By the time you are in minotaurs I was running it almost the whole time. Using 1013 you can extend a hunt even more. Some bounties just take a long time to complete and that's hard without someone who can share.
If you feel hunting with 1018 up the entire time is not safe and you won't use it, then you'll struggle til in your 80's. Also, everything you do to train makes a difference. Telepathy lore and lots of it can really extend your ability to sing Tonis because all of your songs will last long and renew less. MMC training will allow 1013 to pull more mana. The right cmans mean you aren't using 1005 to take down/prep critters. It all matters and adds up.

To answer the OP, any time I cast 1035 it removes haste from players. Wizards and MIU using hasters (I assume with air lore) needed to recast after I sing it. Since this is usually just during large group hunts it was never an issue.
I do not know about haste being cast on my bard with Tonis already up. Never tested it that I recall.
Whichever has the stronger haste effect should trump the other.
Note that in addition to giving dodge ranks, Tonis will also NOT drop off immediately if you use MSTRIKE (unlike Haste). A nifty little bonus if you have a lot of MoC training.
