A conversation with a GM proved interesting. It was stated that it was a very old item, and that the assess issue wasn’t a bug. Critical weighting increased for elves, but they wouldn't tell me how much exactly and were vague. More or less the GM said to think of it as a chaos type weapon, only for crit-weighting, based on race.
Brief testing indicates at least VHCW perhaps as much as Exceptional. All in all it seems very much like a Lirion bow. Only a longsword for Elves.
