Probably because they were introducing new skills yet keeping the rates for earning training points the same. To give us room to train in the new skills they had to reduce some of the costs of core skills.

Although alot of skills went down, it appears CM for a ranger went up. I imagine they wanted rid of the 2x cm'd rangers.
