Do sanctified shields and armor infused with 1608 double flare like weapons do?

Though, I've never tested it personally, I'm rather sure I've heard of people doing this...

when did this change? a long time ago i was told guilding light flares didn't activate on armor (i don't use shields). now i have to purchase sanctified armor! a good reason to sell off some more armor, i suppose.
