I will be playing human.
I have not played GS for 10 years back when it was GS3. Is it still possible to sit in the east tower and level up just picking boxes and roleplaying all day, or do you have to hunt to level now?
Also is dual wielding a viable build now? I would not want to use a shield as a rogue.
Yes and yes.
Experience gained is somewhat proportional to the ratio of the lock difficulty to the picker's ability and the level and condition of pick used. (Not factoring in mods from enhancements from lores.)
Research the rogue folder here on the PC to see sample builds of dual weapon rogues.

I looked at my level chart recently (I parsed logs for SKILLS output and made a plot of level vs. time for my characters). I got about 1 mil exp per year with a character in a picking slave mode. I was hunting a pure and collecting boxes. The boxes were quite a bit lower level and I wasn't being particularly aggressive, though. Unless you're playing shattered, I don't think it's all that effective.

There is always a need for locksmiths in the tower. There is not always work but most of the time there is. It really depends on your play schedule whether that will be worth your time investment.
Almost all builds can be viable now. It's all about what work you want to put into it. There's even a warrior who hunts with only scrolls running around somewhere. Just to prove a point. And he's into his 60's now? Someone correct me on that if I'm off.
Also, there is 3 hours of 3x and 2x experience gains a month from the "gift". Basically gives you 6 hrs of accelerated experience gains...which is awesome and I wish they always had or had for longer periods. Takes a lot of the grind out and makes the game much more enjoyable in my opinion.

I did pretty well with my rogue dual wielding a rapier and a main gauche. Of course there's a lot more effective dual wielding combinations. I eventually dropped it so I could 3x in picking skills.
However, from my time in the tower there's not really all that much business. It feels like everyone has a private picker or secondary character they go to these days. I rarely saw any boxes over level 20. You can still pick there all day and level, but it will take a lot longer. I would suggest a combination of hunting and picking, depending on your level.

to do this you need someone script hunting whatever level critter's boxes are best for you. then jump dump them all at a table. Locksmith in Shattered got to 100 mostly from boxes I think
