Can people take notes while pick-pocketing? I'm wondering because a bank note is missing out of my inventory.

if you "deposit all" at the bank, it will also deposit a note from an open container

As far as I know only silvers, gems and magic items can be stolen.
And only from items in your belt, cloak, backpack, pinworn locations.

Herbs too. I think they opened up almost all slots to being stealable.

I have a recollection that enhancives also can't be pickpocketed--is this true?

They can be stolen from your gear by critters, but not by player pickpocketing. Imbedded gems also cannot be pick pocketed.
