After a careful inspection you determine that a sigil-incised witchwood runestaff requires skill in twohanded weapons to use effectively. It appears to be a modified rune staff.

After a careful inspection you determine that a quarter staff requires skill in twohanded weapons to use effectively.

Another way to check is to verify its AvDs. A runestaff has an AvD of 10 vs cloth armor (Armor Group 1). A quarter staff will have an AvD of 25.
