Locate for Lich?

I just came back after being gone for a while, I used to use PSINET but have found and installed LICH. I really like this, But i am unable to find the locate option like psinet had. I tried to download it. ;repos download locate and ended up finding out there is not one. Is there something im missing to allow such an option as the locate feature that was in psinet?

The person being located needs to allow it though. And everybody's default is to not allow it.
