I find it disturbing that it would happen enough that they need a sign to warn that it can happen. What do they want you to do? Make sure you have a camera ready to capture the bouncing bovine?

Signs like that remind me of someone up here who tried to petition that a deer crossing sign be removed from where he lived because it was causing too many deer to get killed at that particular part of the road. :O

They haven't heard of fences, eh? The addition of the computer generated falling rocks the cow freed from the hillside in his/her plunge is a nice touch.

The rocks are the real sign...it's to warn of falling rocks. The cow is what they photoshoped in...
