Block Percentage

I am a little confused about blocking percentage. How much would a triple trained shield user, with tower shield, and with all 3 ranks in block mastery block against a like level foe, percentage wise? I would also like to know how often one blocks for another when using the guard command, thank you.

My understanding was that for blocking/dodging the rough rule of thumb was 5% per 1x, so 3x shield would seem to be around 15%. Obviously tower shield adds to that percentage. So I'll set a lower bound at 15% :)

Block mastery is another +5% per rank.

So 30%(low range) plus whatever the tower shield adds. Do we have a formula for it Guru's?
