They are sold by a merchant who is a PITA to deal with, but yeah, I think you can buy them readily enough. They are also sold at festivals, albeit for a ton if they are 4x.

it seems as if every other weapon i find there that IS flared has lightning crits. woe to all those who don't know how to avoid puddles

I'd put it at 500k if you want it to move. There is one sitting in the Four Winds pawnshop at 800k.

Think I sold a steam flaring one that was 4x for 500k in my shop, probably could have gotten more but just wanted to move it. So yeah, try 500-750k if you just want to sell it. More if you want to try for it.
