Which stat is more important to encumbrance, or are they equally important?

Strength. Encumbrance has some additional helpful factors though.

Taking the two relevant formulas:
(Base Weight) + ((STR stat + CON stat) * Weight Factor)) = Body Weight
((STR Stat - 20)/200) * body weight + (body weight/200) = capacity
B == Base Weight
S == STR stat
C == CON stat
W == Weight Factor
BW == Body Weight
Then:
200 * capacity = BW * (S - 20 + 1)
200 * capacity = (B + (S + C) * W) * (S - 19)
Taking the derivative of capacity with respect to S and C, we obtain:
200 * dcap/dS = (B + (S + C) * W) * 1 + (S - 19) * W
200 * dcap/dC = 0 + (S - 19) * W
200 * (dcap/DS - dcap/dC) = B + (S + C) * W
B, S, C, and W are always positive, hence we can see that there will be a larger increase in capacity for a given increase in Strength than for the same increase in Constitution. How much larger depends on the race and raw values for S and C.

The strength and constitution stats (not bonuses) count equally when calculating a character's body weight.
Body weight and the strength stat are used to calculate the amount of weight your character can carry before reaching an encumbered state.
Levels of encumbrance are determined, solely, by your character's body weight. Each percent of encumbrance equals 1% of body weight.
Strength spell (509) will increase the amount of unencumbered carrying capacity only. That amount is 15% of the character's body weight. It does not modify levels of encumbrance.
