Assuming a char that has at least 1x Harness Power already trained, and has at least 40 ranks...
What are the differences between a +10 Harness Power Bonus enhancive, and a +10 Maximum Mana enhancive?

Every rank at and below level of Harness Power grants three mana. Any rank above level grants one mana. It doesn't matter if you're below or above 40 ranks.
That being said, I don't see any difference between the two... besides, maybe the Harness Power one affecting (positively) mana regen. I can't recall if +Health/Stamina/Mana items affect the regen of said stuff.

The main thing I'd focus on is that HP training affects other mechanics. Consider at the very least that magical skills add to effective THW training for runestaff use. A max mana enhancive wouldn't contribute.
That being said, I don't know if HP, with respect to max mana, really considers the bonus. Or if enhancives that increase bonus necessarily grant phantom ranks. Looking at my bard right now, level 44, 45 ranks HP (44*3+1=133), 1 mana from stats, max mana 134. His HP bonus is 145.
It is always better to get the skill enhancive that boosts the pool, than just the pool enhancive.
Because like Captain says, they're used in more than one thing.
For instance, a PF bonus item will raise your health... AND your manuever defense... AND your health return... AND your stamina. Way better than just maxhealth.
HP is used in various magical formulas, runestaff defense, spell burst, etc.
