De facto, sure. I don't know of any specific local, state, or federal law that would penalize an employee or theater for selling tickets to unsupervised kids, but none of them do.

I read an ESRB sponsored study a little while back that found that game retailers do a better job percentage wise enforcing the ratings than movie theatres.

I remember one family that insisted taking their five year old into 'The Hills Have Eyes' was 'Cool.' because he saw similar on tv.

I would even more gladly accept the cudgel of law backing them up.

Yes video games should have age ratings on them.
Yes parents should choose if they want their child to play it or not
Yes I let my children play GTA, they gave me the codes for the airplane..
It's a hell of a lot better than getting home and going OMFG WHAT IS THIS I JUST LET MY KID PLAY?!?!?!
I also feel that all children should be trained early on with firearms and zombie games for the upcoming battle.
