No installation option

I've uninstalled PSINet, deleted it from my registry... completely. And I've downloaded Ruby (first) and then Tillman's Lich. I extracted the files to c:\program....blahbla\lich . I can RUN the lich.rbw file, but I don't have the option to install. I'm running Windows 7 as an administrator, but I don't have the option to run .rbw files "As Administrator" and the option for "Compatability issues" isn't availible for .rbw either. Here's a screenshot of what I'm seeing. (attached) Please help me. Oh, my AIM is JGable1985. Thank you!

Try moving your lich folder from whererever it is, to somewhere that normally has write permission - like My Docs.

Still no luck on that. I tried a system restore; no luck there either; good idea though. Going to keep hunting around with that. Also, if anyone has PSINet's install file that may help to try and install then uninstall it again. Just to make sure it fixes my registry. I know, needy fucker aren't I?
UPDATED : Okay, randomly installing all of the files for Gemstone seemed to work, after everything. Could still use that PSInet installer though, if anyone knows a link that's not dead. Thank you for the help Liagala, btw
