What would cause 513 to only give a bonus of +21 when I am trained to 517 at the moment. Shouldn't it be +22?

Are you actually level 17? It's capped at level.

You need to let it fade before casting it again, if you refresh it, it retains the same old bonus.

Doh...nope...level 26. Should have included that. I did let it fade...then even dispelled myself.

SHOWING right? It sounds more like your problem is lich or psinet wasn't properly tracking your skills for one reason or another.
