Does anyone have a formula for any of these?
There isn't just one formula for how encumbrance acts on different game systems. Encumbrance is measured as a percentage of the character's body weight in 1% increments.
e.g.
I have a warrior that loses 1 DS with 1 silver's worth of encumbrance. The next 1 DS drop occurs at 5% encumbrance and then continues at 5% increments after that. With 100% encumbrance the total DS loss from encumbrance is 20. Even with 150% encumbrance the DS loss is still 20, therefore, there is a cap at 100% encumbrance.
My cleric on the other hand loses 1 DS with 1 silver's worth of encumbrance and then at 3%, 6%, 10%, 13%, 16%, 20% increments etc. up to 100% for a total DS loss due to encumbrance of 30. This also capped.
With Voln fu there is no penalty for the first 4% encumbrance. Adding 1 silver beyond that the MB drops by 1 and continues to decrease at 5% increments.
Here's another interesting fact.
The RT formula for picking up silvers regardless of encumbrance:
always round up ((total coins collected - 624) / 1250) = RT in seconds
e.g.
If you were to pick up 10000 coins the RT would be:
((10000 - 624)/ 1250) = 7.5 which rounds up to 8 seconds

Given the stats and race a hypothetical character, I can work out how encumbered they will be with a particular load. Given their training, I can work out what their DS will be without penalties. Can I then use your formula to find out how much their DS penalty is?

No. It varies from character to character. I'm not sure if it is race based, stat based, training based or a combination of all three. Some characters will see a 2 DS drop with just 1 silver's worth of encumbrance, and a total DS drop of at least 75 with the DS loss occurring at different encumbrance intervals than the previous ones I posted.
