Fletchings and Blessings

I am kind of new to the fletching part of archery, so I was wondering if arrows are fletched with feathers that give a flare effect, could that same arrow also be blessed?

Only griffen fletched flare, those are the only self-fletched arrows that flare unless you have one of the fletching/flaring razors from the festival about a year ago.
Flared arrows can not be blessed
