I'm bringing someone new into GSIV, and I haven't been able to find a basic rogue starting guide. Which stats are important for what reasons, what skills are expected or useful, etc. Any pointers?

They have never played the game. While the guy is bright, he's not going to know that off the top. Information for a basic OHE, TWF rogue would probably do fine, and he can mutate from there.

I am looking for some advise on CMANS I have a lvl 10 half elf rogue training in OHE, I am trying to be a decent picker but want to have the ability to hunt my lvl.
any advice would be helpful

Ponzz has some decent guides I had though... GS4Guides.net or something like that. As for any of your questions or advice seeking, I'd suggest providing as much information upfront as possible (post stats and skills).
There are no CMANS that help out with locksmithing, so that won't be an issue, just look at how combat goes for you and figure out what your biggest issues are. Are you lacking in offense, defense, crowd concerns, taking too long to hide, etc. Are you just attacking or are you ambushing, what are you hunting right now?

I am using ambushing in thurfels island, and I am mostly lacking in defense. I am at work so cant post my skills right now. but edged is maxed and I have been 1x armor and little over that on shields.
I have 15 ranks in CM if that helps any I am 3x in stalking and hiding 3x in picking and disarm and perception. my ds without spells in advanced is around 90 and my AS is 135. I am having some trouble hiding and I get the you fail to find an opening message alot. I think my ambushing is around 13-15 ranks so far.
I have a 6sec rt on ambushing I use and vultite axe and shield with (I think) 3x double leathers

Are you training in dodging? That should help if you haven't been. As for CMANs, there's a few passive defense ones you should consider (parry mastery, combat movement) shadow mastery should also be considered. I'd suggest playing around with them, I'm guessing you're still in the 30 day thing that lets you move them around quickly.
You can also consider some of the disabling manuevers, eventually you'll get trip from the guild, but things like trip and dirtkick are useful as setup skills. Some people get very focused on getting their AS as high as they can, skills like wspec and surge are nice, but sometimes the extra AS isn't enough to make a difference from an offense as a defense perspective.
I'd also see if you can get yourself into some leather breastplate (I forget when you'll have the RT removed via armor training, so maybe not yet), GS has an armor system that doesn't seem to make sense at first. Leather breastplate (LBP) still covers the head/neck/arms/legs/hands with double leather equivalent armor, you just get the damage factor (DF) of rigid leather instead of soft leather there. As well as all the benefits of rigid chest leather on your chest/back (DF/crit divisor and AvD).

Yeah I have 13-15 ranks in dodge so far, is combat movement passive? I thought it was like shadow mastery... Is dirtkick very helpful or is that something I should wait a few levels for, also what about divert and sweep?

I can't speak for how useful they are, i'm under the impression they're all pretty useless until you can get a good number of ranks in them, which is why I'd suggest anything that's passive, or activated with a reasonable duration (I thought I remember reading that combat movement got changed to passive recently, although they may not have updated documentation).
Try them out though, even if you're not in the 30 days, migrating doesn't take too long at early levels.

yeah, if he/she new, he/she'll probably reroll a few times, to see what professions, race, or, clan/culture fits for a while. Like me when I started. [[I regretted not being a stealth warrior with a rogue,stealth warriors don't pick, probably disarm]]ey, at least I'm a giantman warrior in the game, in da t'kirem clan.

Start off as a balanced rogue. OHE/shield and picking. Get used to the generic profession, then you can venture out into magic/twc/archer/etc builds.
As far as advice on stats and skills. This folder is a great place to start reading. :)
No sense in reinventing the wheel when others have posts about their exploits in race, stat, skill experiements right here at your fingertips.
