I'm rather new to the area I live in, and it's been a long time since I made any friends that weren't mutual (through someone else I know) or through work. I'd like to avoid being too friendly with anybody from work, because I don't like mixing personal life with work, it's just bad karma.
My social skills aren't lacking, but I'm wondering, since I'm not much into bars/drinking and I'm not a partier at all, what's a good way to go about meeting friends?

Edited to add: On a serious note: What do you like to do? Go somewhere where you can do it. If that happens to be a strip club, so be it.

I'm not looking to surround myself with sleazeballs and people that are going to affect me negatively. ;) Hence my avoiding the "Befriend an Inmate" program....

Stuff I like to do... I'm pretty lazy. My amusement for the most part revolves around TV, Xbox, and GS, though I think it's because of my lack of money to spend on entertainment (I just started working) and the absence of a car in my posession.
The other thing I notice around here is that most people that live around here are career-oriented or soccer moms. I'm 23, looking to get back into college, I'd like to find some people around my age (thereabouts, at least someone somewhat similar to me or my situation).

Join a club. A chess club, a gaming club, the local book club, the bowling league, whatever. You in a college town? Lots of activities there.

Hang out at a coffee house. I wish we had one around here, I miss that! I live in a small town in a bible belt area, yuck, gotta move!

My advice? Go outside. You're near one of the nation's biggest metro areas. People are abound.
College will provide people too. People who aren't stupid.

I was thinking maybe volunteer work would fill up some of my spare time quite nicely.
I just don't really like being dependent on the person I live with to give me human interaction. Work is one thing, but other than my mother (1600 miles away) he's the only person I ever talk to. Even online I only talk to 1 or 2 people. It's a downer. I think I'd be much less (neurotic?) if I wasn't limited to talking to one or two people.

I would say start walking. Start talking to things. Not necessarily just people. Animals, inanimate objects, trees, what have you.
That can be kind of interesting. It'll get more interesting when they start talking back.

Hey theres something to be said for being friends with an inmate. Protection Protection Protection. And i live in a college town and ill tell you from experience there are alot of stupid people here. In my opinion college does'nt make you smart it only makes you think you are.

Volunteering sounds like a good idea, but if you're doing it to meet people, you might want to consider something else. I'm part of a Big Sibling program, and while I enjoy taking my kid and his brother places with another Big Sib, it's not something that I would do purely for fun. Same with most other volunteer work, there's interaction with other people but at the end of the day they're not people you can hang out with or anything.

I would say your idea of volunteering is a great one. I used to volunteer at a couple of places and you can easily make friends in those places, because it involves a lot of teamwork. Also, the pressures that you find in a WORK environment aren't usually associated with it, so theres more time to be social.

What are the surrounding cities around Leesburg? Also I'd say go hang around a college campus or something.

I was going to suggest the volunteer route, myself. You can volunteer at libraries, at hospitals, through the Red Cross, and other such organizations in your area. In a big city there are multiple opportunities to be helpful and meet people at the same time.
Another way is to take a class at a local community college. If you take a class that is related to something you enjoy, you will meet people who share that interest. :)
