It is allowed. I BELIEVE you can even get married in GS, woman/woman man/man. It's all green to them. You cannot, however, be sexually explicit in public, homo or hetero.

The V-character mentioned actually RP's having a sex change. I vaguely remember something about the character once actually existing as a female, then rerolling into a male (I don't know if it was on purpose), but continuing to dress and act like a female. The name is feminine-sounding/looking (ends in an A) so unless someone actually does a LOOK, most people just think s/he's a girl.

Cross-dressing in various degrees is not something that is disallowed, but you won't find a rule that explicitly says it's okay. It's just an RP choice, but if you go too far with it, you'll definitely be considered OOC. Same with being openly gay. (Meaning, if you start trying to "roleplay" modern cross-dressing/gay stereotypes, they'll eventually say something to you about being too modern-acting.)
