if i set all my goals now will they automatically update on the 20th?

No. You would still need to use the FIXSKILLS command.

you get 1 fixskill each year to use at any point on the 20th or later. If you haven't used yours last year, adjust your skills and fixskill confirm NOW, and on the 20th you'll be able to do it again if you want to.

If you don't still have the one you got last year then you'll need to wait until the 20th. If you do have the one from last year and don't use it before the 20th, you don't get anything extra, you can only have one yearly fixskill available to use at a time. (ie you can't save them up)
