Which is better, somewhat damage padded 0x plate, or normal 4x plate?
4x, dude.
Better to not get hit at all when the padding is only somewhat.
When you take a hit, I'd assume the end roll would be lower on the higher enchant plate and would massively outweigh the damage absorbed on the 0x plate, chief.

Somewhat is 6, so it will be even as far as damage before crits are concerned when:
DF*(SM-20) = DF*SM - 6
6 = 20*DF
DF = .300
where DF = damage factor and SM = success margin.
If you are being subjected to higher DFs (lances, bite maybe?) you are better off in the 4x, otherwise go damage padding. Note that redux is irrelevant.

You will always be more susceptible to crits in the damage padded plate, 20 success margin worth.

0x plate would also have a lower CvA wouldn't it? Magical armor gets some kind of bonus over non-magical.

Correct, non-enchanted plate is a bad idea.

You can also add temporary HEAVY damage padding to any plain enchanted plate at the Adventurer's Guild for super cheap bounty points.
