How do you consider a hunter with a 4800 GS or some shit (you forget) to be geared?

Also are we talking BiS or just a bunch of high iLvL to make a big gear score? I can pull just shy of 5900 if I put on a GS set, but my actual pve gear set is 5779. GS is a tool for quick "will this guy get one shotted by splash damage and is he worth the time to actually inspect to see if he's gemmed, enchanted, wearing gear that makes sense, etc".
