I think you are spot on.

In my experience the time that I played a text game that allowed scripting and unrestricted PVP was exactly that. Boring. Everyone was so busy racing to get to the higher levels that they didn’t bother with anything other than scripting.

I doubt Shattered will be a slaughterfest.
