Can a perfect weapons be altered from one metal to another?

And is it only claids than need to be a magical metal to hit certain creatures?
WIll any enchanted item be able to hit those creatures if made from steel but 4 enchants.

No. You can leave out the metal of the weapon or give it some kind of edging/inlay/etc but can not make it look like it is made out of something it is not.

Any weapon enchanted by a player can hit magical creatures.
