But, I'm unsure as to what race I would like. I was planning on a pole-arm bard because I hear they're all the rage now. Later in the years I would like to switch to a pure build. If anyone has any suggestions as to race and stat placement that would be great. Thanks.

If I had a bard to start over again I would not be a Pole Arm bard to start.
Mostly because of stat placement not allowing me to put a Lance build up from the start even as an elf. (IE allow growth for the stats)
Now you can make it swinging a jeddart axe and a hammer of kai or a naginata in my opinion, but the difference is huge between those and a lance.
Personally I would sword board it then after a year switch over the a pure then a year later switch to a lancer then a year after that pick which one ya liked most.
I liked Pole arming over all the other ones but I only had a month to choose and was already 84 trainings.

And Came up with this Half-Elf Polearmer...Naginata to start...Jeddart axe/Hammer of kai by 22, and lance at 60 trainings.
Starting stats (ending stats in parenthesis)
STR 62 (100) bonus 25
CON 58 (90) bonus 20
DEX 59 (100) bonus 30
AGI 70 (100) bonus 35
DIS 85 (100) bonus 20
AUR 80 (100) bonus 25
LOG 88 (100) bonus 25
INT 20 (64) bonus 7
WIS 58 (90) bonus 20
INF 80 (100) bonus 30
TOTAL TP'S 4826 ptp/5238 mtp = 10064. Not bad not great but good total.
If I HAD to do a half elf I would do something like that. Salt to taste.

This might be the better pure in the long run. Lance is at 63 trainings.
STR 70 (100) bonus 15
CON 41 (84) bonus 27
DEX 59 (100) bonus 30
AGL 68 (100) bonus 35
DIS 78 (100) bonus 30
AUR 80 (100) bonus 25
LOG 88 (100) bonus 30
INT 20 (64) bonus 7
WIS 73 (100) bonus 30
INF 83 (100) bonus 20
Ya know I think its only a combined +23 for hammer of kai and jeddart axes which would mean ya could start right away with that wepaon with either the half elf or this here gnome.
Total TPS here 4777 ptp/5299 mtps =10076
Forest Gnome Polearm Bard = Encumbrance Issues. No getting around it. But it makes for a fun character. :)

A 5 second RT is not a necessity to swinging a weapon, though. You can get by with a lance in 6 seconds if you're careful about it. With a bard's AS and a lance's damage factor, if you swing at it once it's probably not going to get to swing back at you. The availability of E-Wave is huge for this, too. Crowd control is a great asset for polearm users or two-handers.

Played GSIII on AOL and again a few years back. Now with GSIV I'd like to create a Bard again. Last time I had a half-elf but this time around they have new races.
Sure there will some issues with the Forest Gnome Bard, but other than not going Polearm what good combat options would there be for a Gnome Bard of this type since there will in general be encumbrance issues.
I'm not going for the "baddest" bard, but one I can enjoy and role play with. I think the "fun" factor would be high.
Thanks for the feeback I appreciate it.
