Generally there are two types of charges. Those that, after the last charge is used, take 24 hours and then boom, are back to full. Or those that after the first charge is used start a timer that add a charge based on total/24. So for a self charging wand with 24 charges once you use charges one is added back every hour.

As far as the charging, I Believe its after a use it starts to recharge the first charge (8 hours)

Also of note, if you log off with the effect on.. its based on your character time in game. So when you log in it will still have it on with the rest of the time remaining. I think it will still recharge after you're out.. I'm finishing testing now :)

This is usually referred to as a trickle timer. There is also the third type, which starts the clock from the first use, and still requires 24 hrs.
